'68 steering column .. what's this do?

Hey all, I pulled the column from this '68 Valiant I bought for parts and noticed it had an extra electrical harness snagging it up. I thought maybe it was a '68 only thing, but the floor shift column I pulled from my '68 Cuda doesn't have it. So what is it?

FYI the neutral saefty switch is in the transmission on Auto cars. :burnout:MT
 
On floor shift models it was located on the floor shifter. 69 and up used the three prong combination neutral safety switch / back up light switch in the transmission.
 
On floor shift models THE BACKUP LIGHT SWITCH was located on the floor shifter. 69 and up used the three prong combination neutral safety switch / back up light switch in the transmission.
