Not sure that is a real tag, it is at best a reproduction, but W codes are never on a 69 GTS fender tag. Should be M25 body sill moldings...

I think possibly the v3w is the roof and colour white as it should be on the tag iirc

I was thinking that too. If it was a W25 it should be after the V codes. Probably they guy punching the plate used the W thinking it was an M.....although I don't see any wide sill moldings on the car in the photo.
