The mechanic at work bought a bunch of tools from a lady. Her husband passed away awhile ago and she wanted to clean out his stuff. He got two of these tools in a small tool bag and has no idea what they are. A Google search didn't bring up anything either.

What is the brand name? Doesn't look like Blue-Point, I cannot read it

Not a smart thing to do. It can damage the brake hose and cause it to collapse internally. Have you ever had a brake stick on that wasn't caused by a stuck caliper piston or seized caliper slides? Needle nose Vice Grips will do the same damage.
 
I might pinch to clamp neoprene hose like when changing fuel pump, but never a brake hose. I don't know why OEM brake hoses collapse where they have metal straps placed on them ( bolted to strut ) but they do. If that can cause hose failure you know crushing with a clamp would.

It might work for holding up a hood or hatch with weak gas struts too.
