Bonami sealed the rings!

It's soap, like Borax laundry detergent.

The oil on the cylinder walls is broken down by the soap and the rings are able to "re-grind" and re-mate the cylinder wall.

I bought a 2001 Intrepid off the side of the highway. It had been overheated bad and run damn near dry of oil. I added oil and new spark plugs but the compression was gone and it would barely start. I fed it two tablespoons of Borax powder and revved the piss out it. Ran well enough to get on the trailer and again for the guy that bought it to test drive it before he went to swap a new motor in it.
 
Oil control rings seat very quickly. Not much tension to them. During break in your mainly seating the compression rings. And like phishta said it is all about the ring & the bore finish.
As someone said, most of the time the oil control rings are stuck in the grooves. I've had a lot of sucess using GM top engine cleaner. Get the motor good & hot, then remove the plugs & add a few ounces to each cylinder directly. Let it soak overnight or longer if you can. With the plugs still out turn the motor over SLOWLY BY HAND to dislodge any remaining cleaner in the cylinders. Reinstall the plugs.Change the oil & run another can throught the intake with a vacuum hose. Take it out & beat it hard to blow out the carbon. I usually add 1 qt of ATF in the oil to help clean it. Some guys even add some T.E.C to the crankcase & change t in a few hundred miles or so. I haven't tried that yet. This has worked many times for me to free up stuck oil rings. Might even help restore compression too.
 

The motor has ran great, just had some smoke here and there and some consumption. It does not even have 1000 miles on it. I drove again yesterday for another 50 miles and drove it hard. She is running great! Hell i think there should be a infomercial for Bonami.
