If the secondaries keep filling up with fuel does that mean there is something affecting the float.
Is there anything else that can cause a float level to migrate up and down? I took the bowl off and couldn't find any debris. I'm just wondering if something else can cause the float to be unstable.

I'd say it's the gasoline effecting the float up and down.
What carb? Holley?

There should be nothing else. A overpowering pump, to much PSI would do it, but that would also flood the bowls and spill out onto the engine and down the carb.
On the extreme level, tilting the carb via up and down hills and attempting Dukes of Hazzard jumps will effect the float. I think gremlins could get in there, there small, but those passages are even smaller.

Sounds like your float is stuck in the down/open posistion. Your needle isn't seating, possibly due to some obstruction such as contaminenants in your fuel.
 
Worn needle and seat could do it and a sticky float hinge could too, but don't forget when adjusting the secondary float up, you see the level rise at idle. When adjusting it down, nothing is pulling fuel at idle. Start with it low and work your way up to where it needs to be.
 
Now that is something I didn't think of so fast and experianced today as a matter of fact.
