Dart clutch rod boot

I just got a clutch rod boot from Mopar Valley Vintage for my 64 dart 4-speed The old one that mounts in the firewall is shot. I took the new one out of the box and the hole in the center where the clutch rod moves in and out looks small. Does this rubber boot move every time you push in the clutch or should it slide in the center of the boot when you push in the clutch???

It fits snug on the shaft and moves with it.

Thank you thats just what I needed to know so now I can install it and know that it is ok
