Drilled 318 harmonic balancer

I've got a question for one of the experts on the site. I've always thought 318's were all internally balanced. Just took this photo of the harmonic balancer on my 318, do the drilled out holes indicate that it's externally balanced? I'm replacing it and want to make sure I get the right one.

Oh yeah, it's out of a 1972 Satelite if that makes any difference.

I believe such balancers as for the 360 are cutout on the rear, like this:

I believe some of the BB engines are coutout on the front, as well
