1...Don't worry about the appearance of the filter, fuel wise
2...If you think it is starving for fuel, run it until you think the problem is at hand, than go back and with your ear near the tank, or if you are deaf like me, hold a hose to your ear, and twist the cap loose. If you hear air going IN, (not out) then the tank is NOT venting
ECS systems changed year by year. I don't remember what year got rid of the extra vapor tank/ cylinder in the trunk. It is possible things are mismatched and not venting. Frankly, my recommendation would be to modify the filler tube and convert it to vent like 69/ earlier, AKA a vent tube out of the filler neck You can find diagrams of them in the service manuals, which you can download, free, from MyMopar.com
