Electric Fuel pump mounting question

I'm running braided fuel lines and installing an electric fuel pump (Carter GP4601HP). Where should I mount the pump? I'm thinking of either outside the frame rail just forward of where the forward spring mounting pad is, or inside the frame rail right where it starts to curve up by the wheel opening. The only concern with the inside frame rail location is that the pump will be about 4" from the exhaust outlet. Where should I put it?
 
And put a piece of inner tube between it, if the Carter is noisey, like a Holley. Holley so loud I went to a Carter hi volume mech pump.
