fitment of endlink bushings

I'm trying to install my end links, energy suspension, but the inner part of the bushing is larger than the hole for it to sit in. Is that normal or should I cut it down to fit. It is causing the bolt to be too short and I'm not able to install the nut.
The blue arrow is pointing to the part that is too big. Both the sway bar and the tab on the control arm are smaller in diameter causing it to be roughly 1/4" more in length making the bolt too short.

That ridge is supposed to go into either the sway bar or the control arm bracket, not toward the washer. In some small way, it is meant to "center" the bushing.
