Flasher/signal weirdness

Okay. Boought the 68 Dart GTS and it had a few minor electrical issues. I fixed the dome light issue and got the parking lamps to work as well. Still having a strange problem with the flasher and signals. The signal lamps work correctly but the flashers do not work correctly. In fact, the only way to get the flashers to work is to have the key in the power position so that the turn signals will work and then turn the left signal on and then turn on the flashers. All the lamps light up as they should. I can remove the turn signal relay from under the drivers dash area and this does not change anything so I am not even sure what it is for. This is bizarre but I know the previous owner did a bunch a weird wiring changes under the dash because there are connectors that are not plugged in and some wire splicing etc. Anyone have this issue or can point me to a component that I need to replace? In need of any simple tips. Everything else works fine on the car now as far as I know and I'm not going to disassemble the dash to figure this out.
 
By screwing with controls settings as you described, you are sending yourself down the wrong path. First, there are TWO flashers. One for signals, one for hazards. You need to find the hazard flasher. It should have power at all times, and you can swap the turn and hazard flashers to test.

Circuit works like this. You have a toggle on the dash, with four terminals. When off all for are isolated. When energized, all 4 are connected. One is the output from the hazard flasher, another goes to left front, yet another goes to right front, and the last goes to the brake switch common line. The turn switch MUST be centered for the hazards to work, as the TS switch routes brake power to the two rears. Your foot MUST be OFF the brake switch, or the hazard flasher output will be in paralled with brake switch power, and all four lamps will come on and stay, as long as the pedal is depressed.
