Fuel Filler Neck to Tank

I am relocating my fuel filler. I have this tank and need to complete the system.

How do I mount the fuel filler neck to the tank?

Weld it? Is there a clamp?

So, does the filler neck tube pass through the grommet and slightly into the tank? Or just butt up to the grommet?

It goes through the grommet an inch or more. You will be able to see how far when you pull the old one out.
