However, with the engine off, key removed from the ignition, if I step on my brake pedal, the dash lights come on, let off the brake pedal, the dash lights go off! Weird.

Canada You either have poor grounds at the rear lamps (most likely), or a single contact bulb (1156) in a dual contact socket (1157).. One of your tailamps isn't working properly.. Clamp the bare end of a length of wire to your trunk striker,, take the other bare end and touch it to your taillite bulb bases, re-check problem..
