Ground strap identification

I have this part left over from my '70 Dart resto. I am wondering where this was supposed to go. I didn't measure it but its probably a foot long.

ps I did make up some ground straps so I'm probably not short on grounds.

It's pretty light gauge and the eyelets look too small to be from firewall to passenger side cylinder head (which was my initial thought), so I'm going to guess it's a gauge cluster to dash frame ground.
I'm not putting any money on it, though!
 
Did some wipers have a ground to the heater motor? Just guessing.
I managed to find an engine bay pic I took before disassembly 3 years ago. It shows the wire running from the blower motor stud to the wiper motor stud. Was that factory?

The pictured wire with terminals appears to be the auxiliary ground wire for a 1970 A-body, connecting between the blower motor mounting stud and the wiper motor mounting stud. If the pictured wire and terminals is ~16 inches long, and has part number 2857741 (unless worn away), it is the described auxiliary ground.

The following images from my 1970 Duster show the 2857741 strap installed. Note the studs used for its reach, and the stud on the wiper motor has the small ground tab/strap.

The 2857741 ground strap is similar to, but longer than, the steering column grounding strap. It is also a heavier gauge wire. The steering column grounding strap, part number 2983794 is ~6 inches long. The following image shows the two ground straps compared:

The following images show the 2983794 steering column grounding strap installed in my 1970 Duster and my 1973 Duster:

Ok looks like the factory ground from blower motor to wiper motor then.
