I don't have a 71 shop manual. The '70 says
"under instrument panel at left kick panel."
72 manual says "under panel or on fuse block"
The '70 book shows a 3 terminal relay, the '72 book shows a 4 terminal relay which is combined with the "key in buzzer."

To let you know sometimes the relay can go bad & key buzzer steel work, because that happen on mine, got one from a parts car & horn was back working!
