Lower control arm bushings to small?

I recently purchased a poly kit from performance suspension components. I have never rebuilt a front end. When attempting to put my new lower control bushings in the control arm I found that the bushing slides right in and is actually lose in the housing. I assume that is not normal. Do I have the wrong bushings or is this normal?
 
did you leave the shells in from the stock bushings? they have to be there or else it will be too loose.
 
Camd64 is right. I am currently doing the front end of my car. Tho outer shell from the factory bushing should be pressed in with the new bushing.
 
Give PSC a call, they usually tell you to burn the rubber out and insert the poly bushings.
 
Yu guys nailed it. The inner sleeve is not there. I called PSC and they confirmed it. I had a shop remove the old bushings so I guess they destroyed them .
