Let me help out a little here. This guy is actually using the system to his advantage. If you look he has sold over 200 units at a reasonable price. He is currently out of stock (yes I know it doesn't actually state that, but he is). He doesn't want to have to start a new listing when more come in. So he raises the price that no one in their right mind would pay. It keeps the listing active but he doesn't actually sell anything. It is cheaper and easier to keep relisting multiple sale items than it is to start a new listing. When more come in, he adjusts the price.
