Maybe after they part them to scrap them. Here in New York you need a title and vin at the local scrap yard or they will not take them. Guy actually goes and check.

Either he has a stolen car he wants to 'move' or it is a cop setting up a sting for all comers.

He may of bought a project from a no title state and can't title it in his state.

I figure it's just an ex race car or something that has no title. I contacted him about a duster I have for sale and haven't heard back.

When I find out more I will update

Maybe just needs '70 parts in general. The title will help to scrap it. Also will protect him from buying a stolen car.
