Actually, it's a transmission mount AND cross member.

looks like a 67-72 cross member because the early A ones look different and a 73+ would have a different trans mount rubber piece....

Good eye , it must be a spare from the 1970 4 speed 340 Dart Swinger . Lots of spares with that car that I have forgotten about , they tun up once in a while when cleaning out the garage
