need some help with front end

i have a 71 valiant scamp the front left wheel was angled in at the top alot so we changed the ball joints an that helped angle it a little better until the wheel is turned and also when the wheel is turned and angled the front shock on that side wont budge at all but when turned a little bit it frees up and absorbs..any help would be appreciated...
