No power to starter from key sometimes

i got this weird issue when I turn my key to start my Dart nothing happens but when I pull the lights on at the same time it turns over. At first I thought it was cool haha but now it's getting annoying. I cleaned all grounds etc any ideas 1964 Dodge Dart 225
 

Second the bulkhead connector. I had so many bulkhead issues when I rebuilt my car, I punched out all the connectors and fed wires directly through the holes with no plugs to eliminate that "what if" from the equation. I've also had the ignition switch itself go bad, but that doesn't sound like the problem you're having.
 
If your bulkhead plastic is melted, consider changing to a 1965 bulkhead. I did so in my 1964 Valiant (1965 from a Fury, ebay). You only need to cut the opening 1/8" taller to fit. 1965 have big buss-bars to feed thru the thick ALT and BAT wires which often melt the "56 terminal" spade feed-thrus on other years (exc. 1963). But, also clean all the other terminals of corrosion. People are suggesting "bulkhead" because that is about the only place where light and starter wires might touch, unless your whole under-hood harness has cracked insulation, and "melted bulkhead" is a common problem.
 
That's interesting.........Poor connection, fuse link, bulkhead connector, the ammeter or the rare but infamous "welded splice."
