we do something like this on a smaller scale at our school. we put some dry ice in a 55 gallon drum, seal it, and heat it from outside. implodes just like the tanker in the video, but i do not see a heat source. i do not even know how much heat would be needed for something that big.

It looks like it was at a depot where they normally offload the tankers, which is done by vacuum. If you dont pop the top it will be crushed by the atmospheric pressure. I dare say a worthwhile part of a safety training program for those lined up at the barricade.
