I was thinking to save money and stay old school. I could keep my rims as is and paint them gloss black.
Any options? Advice?

We decided to powder coat Year One 17" Rallye Wheels Flat Black.

What kind? Size?i haven't seen rally wheels painted any other color then the silver that actually looked good..
personally i think the rally wheels really take away from that duster.. so many cool wheels out there that would look awesome on that car.
Can you post pics of plain steel or cop car wheels?Black wheels look so generic. Like that was the last can of paint that had enough left in it to cover four wheel real quick.

Yup.
I pealed the plasti-dip off before I took mine in for powdercoating. It sticks really well but comes off clean.
I would take wheels off the car but leave the tires mounted. That way you can remove the centers and lugs unless you want everything black.
No need to mask the tires the natural break where the tire and rim meet allows you to peal it of the tire but if you mask the tire about an inch out from the edge of the rim there will be a nice solid line making it easier to remove the overspray since the thinner it is the more there is a tendency for it to tear off in tiny bits...
Glossy Plasti-dip requires applying a "Glossifier" top coat.
Lots of YouTube videos of plasti-dipping wheels on or off the car.

Tons of different wheels out there. Bunch of different sizes too. It's all your personal preference. Those rally wheels really take away from the rest of the car though.
If it were mine I wouldn't consider anything under a 17" wheel. I'd probably find a good looking 18" wheel I liked. 14 and 15" just look goofy on them anymore. Especially when taller tires are used. Too much side wall for me.
for what it's worth, I am running the classic cragar s/s wheels on my 68 dart and get nothing but thumbs up from other drivers. it is your car, run what you personally like. don't put wheels on your car that you will get tired of looking at in a few months, wheels are just too damn expensive if you have to buy another set if you get tired of these. just my opinion.Minimum of 17" if you want any kind of performance tire selection at all.
