No, Like a flipper bought a car with a bumper that would cost to much to restore so they went out to Walmart, get a 2 dollar can of spray paint and spraybombed it instead of restoring it

No this is painted nova stuff
Body color bumpers were optional on B and E bodies at various times, but I don't know that they were ever offered on A bodies?

No painted bumpers on A-bodies! And the few E-bodies that had them were "elastomeric" which was a pretty cool option, quite futuristic actually, as virtually everything on the road nowadays is some sort of plastic.
