Below is copy of fender tag from a '71 Dart...can anybody tell me what the "FO9" is for?

Got this from a decoder that has both VIN and Fender tag decoding. Not sure where I saved it from
Sounds like an odd car, if so. Do you have it? Any evidence of a big block?

Also, on the build sheet template that I have, it says spec. engine in the F 0- slot.
 
I thought "E24" was the engine code? No, I do not have the car....it belongs to a friend in one of my other websites....

Yes, it is a 225 car, but he mainly wants to know what the "FO9" stands for....
