Yes, that's the recalled steering wheel. Here's a better pic of a nicer one

It was offered for sure on the B-Body cars...Not sure on the A-Bodies

They go for big bucks because there's just not a lot of them. They were "recalled" by the manufacturer and destroyed. I have a penny that's worth $300 because the Denver mint didn't make as many that year?
