Sterring couplar

Converting from power to Manual sterring on 68 dart. Bought Flaming river power to manual adapter and sterring box from Mancini. Question is coupler has 1 hole in the piece that the sterring column will slip into, sterring coulumn has a hole through that the supplied roll pin will attach but the coupler does not have a through hole. It seems it should be drilled both sides, slip in sterring shaft drive in roll pin, but with 1 hole pin will not go all the way through. Is this a mistake? Do i need to drill this coupler so the hole is through?

it's supposed to be drilled both sides. it's supposed to come like that, i'd return it for a good one.
 
I would want the factory type design so you can drive the pin all the way through the coupler to remove it. If you have a coupler with a blind hole, how would you ever get the pin back out if you needed to remove the coupler at a later date? I guess you could drill it but what a hassle that would be.
