Looks like Wilkes-Barre Pa., lots of salt and cinders back then
I bought a 71 Duster in 1978 when I turned 16 and stuff used to fall out of the trunk because it was so rusted. My friends called it the Ruster.It only took around 5 years for them to look like that here.
