That's the parking brake. Older cars and heavy duty applications use that. Some larger trucks still do.

Doesn't surprise me. Those heads aren't even regular RB heads. Look close at the back of them. They are the ones with extra water ports running through them and the front end is a completely different setup than a car/light truck. Their garbage for performance
