Thas' nothing. Maybe they are planning to rework the curb.
When I was working in HVAC we were involved with some houses that just "don't compute."
Are you guys at all aware? of the problems of indoor swimming pools? Those things can, have and do TAKE DOWN steel and concrete buildings over time, due to rust and corrosion, and chemical action, from chemicals and humidity. We had one local here who INSISTED on putting a pool in their house, wood frame / sheet rock construction. I would LOVE to go back there now and "see how that went."
We were involved with a couple of folks who had ridiculous steep driveways, with a sharp turn into the garage. This is "up here" where it does snow sometimes. They installed pool heaters large enough to heat FOUR of my size house just to heat the driveway and keep ice off the drive.
One invester years ago built a huge house, and the electricians and us "roughed in" heating / cooling and electrical, for upstairs third floor bedrooms. One day I was out there and here is the sheet rock guys ROCKING ACROSS THE STAIRS. I like with the "Tool Time Tim" uuuuuaaaaahhhuuuuuuhhh???? The sheet rock guys look at me and said !!YEAH!! They want it covered over for TAX purposes!!!
Sure enough we were back out there about a year later, "remodeling"
