I would not try to weld the broken piece back on. I would build the mount lug back up, re-drill and grind back to shape.

I used to weld cast all the time. NICKLE ROD! You can machine it after it is welded.
Any welding or machine shop should be able to do it for less than the cost of a pack of welding rod. Nickle is a little pricey.

I say weld it. I use a torque strap on the left front. It works beautifully. No motor movement, but the front end lifts.
Weld it. We have done it many times to save old 340 blocks like this one.
