E brake cable?

Those are cowl plugs so you can clean the debris out I think. Let me get another photo.Ah Yes, I see. Agreed. Smell, heat, and noise!Another place you get unwanted air coming inside is if you don't have the cap/seal on the end of the steering column but I see yours has it 66DartSedan so you're good on that.
True but you want the vent air to enter from the cowl with the hood closed and not from under the hood.The two upper holes would let underhood air in when you open the vents just to clarify.

Indeed, in my early A's I cleaned thoroughly from there, thru the cabin cowl holes, and fender drains (w/ inner wheel shields off), sprayed rust converter and painted. You don't want to deal with the nightmare when your cowls rust-thru. Other classic cars (Ford, Chevy, I recall) can unbolt the cowls to clean or repair. Some guys here place magnetic shields over the cowl slots to keep leaves out. I recall Mustang owners can buy them pre-cut. At least we don't have the plastic cowl covers that started in 1990's cars, which fall apart in the sun and are un-obtanium.Never thought they were plenum cleanouts, makes sense. ...
