I am ASSUMING it provides the vacuum or controls the cabin climate switch on the dash. If so, where do I run the missing vacuum lines too?

I don't remember what it is, but a 73 Scamp I used to own had the same thing in the same location. Sorry I can be of more help.
 
Osac valve ....you don't need it because it is part of the spark control system.

the fact that its mounted on your firewall tells me your car is a 73 because in 74 that part was re-located and mounted on the air cleaner.

if you take it off like many people do, don't toss it. Some of us actually collect original emissions parts.
 
It looks like an OSAC valve, but why is it on the firewall? They're usually on the air cleaner.
 
An orifice spark advance control (OSAC) valve is used on all models to delay distributor vacuum advance for about 15-27 seconds during acceleration.
 
In '73 the OSAC valve was in the firewall. In '74 it moved to the aircleaner.
