Choke problem, been there before i swapped to the super six. The 318 carb will work on the slant but i ended up using smaller jets in it when i ran one. You will need to change the way the choke linkage works, i found some articles on slantsix.org that helped greatly in my quest for more...

Are you getting 12.2 from the back of the alt when the car is running or from the battery? You said you replaced the voltage regulator did you make sure that it has a good ground connection? The bulkhead connectors are also suspect, especially behind the dash where you can't see them. What...

I went the turbo'd slant route before going with a junkyard 318. Wish i had saved the money i spent on the turbo and plumbing and spent it on machine work for the v-8 instead. In hindsight i should have swapped in the v-8. I wouldn't even dream of going back to a slant now that i no longer wait...

the speedo needle did not hit the stop because the 66 doesn't have one. So it should be possible to fix the needle as long as it doesn't get too heavy. I was thinking super glue and some construction paper, and the model paint should work well for repainting it so you can;t tell it was broken.

The Super six carbs and the 318 BBDs are different. IIRC the Super Six BBD had a smaller bore in order to get better throttle response. However I've had both in my hands at the same time before and they were not progressive secondary carbs.

It's true encountered the same thing on my 66 barracuda when i was 16. Word of advice, don't break the left hand thread studs off they are impossible to find when you need them. The nuts can be found but not the studs...

i picked up a universal "spectre" one from autozone. Used the universal bracket you can get form the same company and have been plenty happy with it. i think i paid something like $20 for the cable and $10 for the bracket.

makes me want some vegetable soup...

ok that makes a bit more sense now. i've noticed the car pinging at higher rpms under load so i'm going to back it off some more and see what i can get. Going to try and put some better fuel in it first though to see if i can kill the pinging.
