There's some sort of hard top coat over the undercoating. I think that's the issue...

Going to try heat on the rear and see what happens. Replenished my propane bottle supply for the torch
I did the torch and putty knife just peeled it off. At that point the cooked residue was brittle and comes off with a wire brush. some spots I hit again with torch. I used a 4" wire wheel brush on drill over most of it

1500 watt heat gun has been working for me, just need to be sure to hit the area for a good 10 seconds first then scrape. Slow but it works.
