Here is a few things I would try. Put a vacuum gage on a manifold port. Disconnect power brake booster, vacuum advance and pcv and and plug ports to eliminate points that may be leaks. I would say you have a vacuum leak. Timing mark could be off need to verify that its right. Be sure you have all the vacuum ports are plugged that can bite you in the ***.

If you have a rim blow steering wheel they short out from heat. I worked in parts dept at a Dodge dealer in 73. I lost count of the number of cars that came in with fire damage from the horn stuck on and overheat the circuit. The tech started putting inline fuse on the wire to the horns.

Sounds like bad neutral safety switch try moving shifter neutral see if it starts. If not jump across relay see if it starts.

Iwould pull dist. cap check for moisture. Make sure rotor is turning maybe plastic gear broken. Last if condenser on coil it could be grounded out.

Thats a Ford stater relay. Shame the parts guys don't have a clue.

I would check all the grounds make sure there clean and tight. What type of horn button is it rim blow steering wheel. I think your chasing two different problems. I would fix electric problems first. I have seen mopars burn up from horn stuck on.

It will run with out it but may have quite a bit of noise on radio
