65 Dart front valance

On my 65 Dart the front valance has the cut outs for the bumper brackets and two round hole to each side. Wat in the world is the purpose of them? Can't see that they really do anything?

That's the place where the wiring to the parking/turn signal assemblies are!

from what I can figure they are either there for aerodynamics, or just for style.
