Anybody else hate Avista Utilites?

Evidently, now, "we" are not smart enough to drive to the store and do our own shopping.

Last night on KREM, as story about how Avista is sending out packages of "free" compact flourescent lamps for energy saving

Turns out WE ARE ALREADY PAYING for this through some sort of "energy tariff."

"SPOKANE-- Every Avista customer is getting a package of energy efficient light bulbs in the mail as part of an energy conservation program.
The company is sending out 4,000 a day until November.
Avista says it's part of their Energy Conservation Program, encouraging people to switch light bulbs, and conserve energy.
Avista customers are charged about $3 every month for the Energy Conservation Program mandated federally.
Avista can spend the money on any kind of energy conservation program."
 
Federal mandate? Sounds like we get charged no matter how they plan to spend the money. At least I'm supposed to get some bulbs.

I wonder what brand they'll be. Sound Chinese from the comments on KREM's site.
 

Avista......We decided that we wanted a seperate service on our shop. Called them, sent out there guy. He told me that we were resposible for digging/back filling the ditch as well as the conduit. Get the service agreement, remit $650 and call us. So I called him questioning what size conduit I needed to get for a 400 amp service. I was asked why are you concerned with the conduit, it is on us. To which I replied that last we spoke you told me it was on us. He then stated that the service agreement he sent me was for them digging/back filling as well as supplying the conduit. Of course this was after we spent $600 to rent a mini excavator for 3 days and spent 12 hours digging....I would have much rather spent the $600 and watched them dig....sorry for the length....
 
Yeah, I saw the pictures of your rock farm. That must'ha been "hell week."
