are you referring to the inside of the valance panel?
 
Referring to the two upper areas on the left and right front part of the valance.

I noticed that. Interesting. Flat black paint and thicker undercoating material. (it looks like) Your 68 is a beautiful car and a perfect example.
 
I know some MOPARS had black out paint near the radiator core support so that you didn't see body color through the grills.
True for 69 Barracuda Formula S?

If yes, please post a photo or paint instruction for what areas should be black?

This Chrysler drawing shows what the factory was supposed to blackout on 69 Cuda, Dart and Valiants, depending on color of body paint. “Supposed to” just means the assembly line blackout painter didn’t always follow the factory instructions!!
Also shows the lower valance tabs were painted with the same blackout paint as the rad support area.
