Would a 68 dart with a 4 speed have a reverse indicator light ?

If it's a factory 4 speed car, yes it should.

I didn't think the reverse indicators showed up until '69- my '68s didn't have them. Maybe an early/late year changeover? May have been a change that coincided with the switch from Inland back to Hurst linkage...
