O.K,please dont discount this as another whacky idea.
This is a simple idea and there seems to be lots of proof that it works.

There is a local guy who made the paper using a similar system. He's running it in a mid 80"s Olds V8 and getting better than 40 mpg.

There are plans available if you want to pay. But I found this for free. Same idea,just improved...

Im going to build a booster and try it out on my 92 G.M.C truck.
 
With the EPA handing down new standards, I'm sure if raising mileage was that easy Detroit would be putting one of these in every new car they built
 

I haven't been quick to discount the idea - I have been cautious, methodical, and ripped the idea to shreds before discounting it. My method was simple: I tried to calculate how much hydrogen you actually need. Here are some of the results I came up with.

1. To get the equivalent of one gallon of gasoline requires separating 2.2 gallons of water.

2. To generate that much in one hour requires 37 kilowatts - or around 50 horsepower - with a 100% efficient generator.

3. If you were to power that with a 12 volt electrical system you would need a current of 2,500 amps to power a 100% efficient cell that makes the equivalent of one gallon of gas in an hour.

4. If you powered the cell from a pack of Optima batteries, a system that could boost 20 mpg to 30 mpg for one hour would weigh approximately one ton.

5. If your device is powered by a real world gasoline engine, you'll need to burn a minimum of 3.25 gallons of gasoline to get one "gas gallon equivalent" of hydrogen.

6. A one liter per minute hydrogen generator is only five grams per hour. A hydrogen generator that could supply half an engine's needs at full throttle would be more along the lines of 1,000 liters per minute - or more.

Most of the rigs you see out there (like in the Google ads at the bottom of this page) send out so little hydrogen in proportion to the gas an engine burns that I'm surprised none of the backers claim it works by HHOmeopathy.

If you build this thing, I challenge you to put it on a chassis dyno and take a couple of pulls with the generator on and with the generator off. I don't think you have a Honda's chance at a Hemi drag event of finding a result the dyno can measure.
