Anyone know if 63 - 65 Dart hood will fit a 66 Barracuda

Only if you use the whole Dart front clip.

Only hood to fit 66 Barracuda is 66 Barracuda or Valiant hood only. As stated other complete front clips will fit, as a complete unit.
