For a decent Ramcharger. Trucks are pretty hot right now, and buying sensibly will get you a decent ride that you could flip for more if you took care of it.

My suggestions might need some work and modifications, but I think the goal could be achieved.

Buick Park Ave Ultra, the later years.

Late 2000's Subaru Forester turbo with high-ish milage, but probably will need some work.

Really I would avoid anything sporty, because of high insurance costs, especially in the northeast.

The 1998 Jeep Grand Cherokee was the 4X4 of the Year. It was the only year the GC got the 5.9L/ 46RE/ HD Dana 44 that came in the Viper. It has 3.73 gears so a change to 4.10 and running two sizes bigger than stock tires will net you more grunt but still be able to run on the highway.
I own one and you couldn't ask for a more fun and practical daily. All the room of the SUV, can tow a trailer, drive anywhere on snow days, and 345 lb/ft of torque to use.

For a future engine build you could look at a flat top piston, 3.79 stroke, slightly more cam, cleaned up EQ heads, 52mm throttle body, bigger injectors, and a Hemi Fever tune and get you close to or in the 13's with the 4.10 gears. That's what I'm planning for mine. I have everything but pistons and the ECU programmer.
 
If I were 16 right now, I would but a 10 year old Honda Civic. That should be possible with a $5,000 budget. Then I would put a wing on it, one of those big exhaust tubes on it, paint it with that color shifting paint, put some fancy rims on it, put a turbo on it, and shag carpet of course.
