need timing help

Have a 360 crate 380HP motor. have timing set at 20* initial and 37* max. With dialed timing light set at 20* at idle when increasing RPM motor retards about 3* before it advances also happens when revving motor. When driving car feels rough between 1000 to 1400 RPM. I would appreciate any advice.
 
Do you have a vacuum advance distributor? If so try disconnecting and plugging the vacuum line and try driving without it, just for a test. The vacuum advance in the Mopar distributor can hang up and make timing adjustments a pain. Mine would make the mark on the harmonic balancer jump around under the timing light (Vac line disconnected). I ended up with a MSD distributor and now the same mark is rock solid under the light.

Thanks for the replies. I just check and it retards 4* with and without the vacuum line connected to the distributor. Could it be a distributor problem? The car runs a little rough between 1000 to 1400 RPM. Thanks
 

Personally I'd be lookin' for a standard timing light
