If an engine is undertimed, i.e. timing is 7 BTDC but ideally it should be at 14-16 BTDC, would the engine run warmer or be hard to start?

No. You wont notice it.
But you'll probably be down on power. It will be noticed on a higher performance engine.
If the timing is advanced to much, then you'll notice hard starting and warmer engine temps.
If the timing is advanced to much, then you'll notice hard starting and warmer engine temps.
