Paint over dash vin?

Next up in the restoration of my 1970 Dart is to paint the dash frame. As I was beginning to clean it, black paint slid off the VIN, to make me think it had been painted over sometime other than the factory. My question is, should I mask it off or paint over it?
 
I wouldn't paint over it. I saw a fresh complete restoration last week and they painted over the vin, making it almost unreadable.
Paint cracked on one end.
It also looked terrible.
 

If you punch the center pin out of the rivet you can squeeze it carefully back together on the back side and remove the rosette rivet. Take a pin out of a new rivet , install it in your rosette and use the rivet over. Done it several times and you cannot tell it was done. Put tape on the vin tag so you don't scratch it when repopping the rivet.

One thing I forgot to mention is install the new lifter pin through the top so when squeezing the rivet you don't squash the hole for the pin to be placed from the bottom for reuse.
