That’s just the plastic. There’s metal rod under the plastic that forms the spokes and wheel. You can see it in this picture, the rusty metal can be seen through the cracks in the plastic.

The cracking in the plastic is just cosmetic, not structural

Yes it literally pulled straight out, do not know what other years are covered.

I "think" it covers most years on the Duster with that plastic steering wheel 70-76. That part is rubbery, and you just pull it toward you and it comes off.
