Because it's impossible to use a roller tipped rocker arm and NOT have the geometry be wrong. If you didn't mill the stands, order offset shafts and stands ready use a B3 correction kit, your geometry IS wrong.

Searched for B3 correction kit. Cant find.
 
Here i put 0.060 under the shaft and tested the left or upper valve. The other is still STD.

I have read the B3 back and fourth. Dont really understand.
If understand correct my rocker is to long for these heads.
if i cut the stands it will center the mark but make a wider sweep.
Put on lashcap and it will make the same thing.
Moved the shaft up it made narrower sweep but further away from shaft..
I am stuck.
What is worse.
Wider sweep on center tip or
Narrower sweep of center tip
 
you need to call b3 and he will get you the right mounting blocks to position your rockers properly .

I talked to Mike at B3 and installed his correction kit. You want the rocker roller in the center with a narrow sweep mark. This is mine after the B3 correction kit:

You need to move the rocker shaft up, and towards the intake manifold. Those .060 shims you are using just raise the shaft. You want the most narrow sweep you can get, and as centered as possible. Rather have it narrow than perfectly centered.

I knew your geometry was off when I first looked at your pictures. Everyone has rocker geometry wrong and you can either mill the stands and use offset stands and shafts like they did with W-2's or you can call B3 and use his simple and effective shim kit.

You are going to have issues until you get it fixed.
