It would convert things into stalls faster. You would be able to pee anywhere.
Now, how would a TORQUE CONVERTER with a higher STALL SPEED perform at cruise? That depends on the converter and gearing. If your cruise RPM is below the stall speed of the converter, the engine RPM will raise when you hit the throttle. Much like slipping a clutch. If your cruise RPM is above the stall speed, you'll notice little if any difference. The basic rule here is to make sure your stall speed is below highway cruise RPM if fuel economy is a priority. That is, a 3000+ RPM stall speed with 2.76 gears would not be a good choice. Converter efficiency plays a role as well.
