Steering Column part?

Greetings all. Does this part get incorporated into the cylinder lock assembly? Any help appreciated.

I could have sworn I seen a recent post just like this. IIRC, the consensus was it was out of a seat belt mechanism?

I recently rebuilt my 72 column. It was completely disassembled and I don't recall seeing anything like that in the column assembly
